The Second District planning area is one of eight city council districts within the City of Wilmington. The Second District is bounded by the Amtrak railroad line west, by an irregular boundary of Brandywine Creek and 16th Street to the south, an irregular boundary to the east that includes Washington and Market Streets and an irregular boundary to the north that includes 27th and 30th Streets. The community covers census tracts 3, 4 and 5, and had a population of 10,101in 2000. The community is within the 19802 zip code and the Red Clay School District.
